The United States Environmental Protection Agency for Underground Storage Tanks

The third and final deadline for underground storage tank (UST) owners and operators to meet new federal requirements from the U.S. Environmental Protection Agency (EPA) (Washington, DC, USA) for spill, overfill, and corrosion protection is October 13, 2018. By that date, UST managers must fully comply with the agency’s latest UST regulations, which were effective on October 13, 2015. ( https://www.epa.gov/ )

Arkansas EPA UST Regulation Deadline


Arkansas has state program approval. The Arkansas Department of Environmental Quality administers the state’s Regulated Storage Tank Division. Arkansas has proposed changes to Regulation 12, which covers storage tanks.


Tennessee EPA UST Regulation Deadline


Tennessee has state program approval. The Department of Environment & Conservation administers the Division of Underground Storage Tanks. Tennessee is working to update its regulations to incorporate the 2015 federal regulations. A rulemaking hearing was held Dec. 14, 2017. Texas EPA UST Regulation Deadline


Texas has state program approval. The Texas Commission on Environmental Quality (TCEQ) administers the state’s Petroleum Storage Tanks (PSTs) program. The TCEQ approved adoption of rules on May 9, 2018, that implement the 2015 federal petroleum storage tank rule updates. According to the agency’s Rule Adoptions webpage, the rules become effective May 31, 2018. However, several new requirements do not take effect until Jan. 1, 2021.


Louisiana EPA UST Regulation Deadline


Louisiana has state program approval. The Louisiana Department of Environmental Quality (LDEQ) administers the state’s Underground Storage Tank Program. It is updating its regulations. LDEQ will be providing outreach on the proposed Louisiana UST regulations in Operator Training seminars, Enviroschool seminars, on the LDEQ website, and in the UST Newsletter.


Mississippi EPA UST Regulation Deadline


Mississippi has state program approval. The Mississippi Department of Environmental Quality administers Mississippi’s Underground Storage Tank Program. Visit the agency’s Compliance and Enforcement web page to view the state’s UST regulations: 11 Miss. Admin. Code, Pt. 5, Ch. 2.


Missouri EPA UST Regulation Deadline


Missouri has state program approval. The Missouri Department of Natural Resources administers the Missouri’s UST program. Missouri has updated its regulations to incorporate the 2015 federal UST regulations. The rules are effective May 30, 2017.


Kentucky EPA UST Regulation Deadline


Kentucky does not have an approved state program. It is updating its UST regulations. Kentucky’s Energy and Environment Cabinet Division of Waste Management administers the state’s Underground Storage Tank Branch. Virgina EPA UST Regulation Deadline


Virginia has state program approval. The Virginia Department of Environmental Equality administers the state’s Petroleum Program. It has updated its regulations to incorporate the 2015 federal regulations. Changes to Virginia’s Underground Storage Tank (UST) Technical Regulation (9VAC25-580) and the UST Financial Responsibility Regulation (9VAC25-590) became effective on Jan. 1, 2018.  Some requirements will become effective immediately, while others will become effective on January 1, 2021.


North Carolina EPA UST Regulation Deadline


North Carolina has state program approval. On June 1, 2017, it implemented updated UST regulations to incorporate the 2015 regulations. The North Carolina Environmental QualityDivision of Waste Management, manages the state’s Underground Storage Tank program. North Carolina’s UST regulations, Title 15A, Subchapter 02N of the North Carolina Administrative – Criteria and Standards Applicable to Underground Storage Tanks.


Alabama EPA UST Regulation Deadline


Alabama has state program approval. It finalized revised UST regulations on Dec. 8, 2017. The Alabama Department of Environmental Management’s Groundwater Branch administers the state’s Underground Storage Tanks Program.


Florida EPA UST Regulation Deadline


Florida currently does not have an approved state program.
